Mapping the Impact of the War on the Energy Infrastructure of Ukraine

On 24 February 2022, after the country's power grid transitioned to so-called “island mode,” at 03:40 a.m., Ukraine was attacked, marking the beginning of Russia's full-scale invasion of Ukraine and the commencement of energy trials. These trials aimed to isolate Ukraine from its energy connections with neighboring countries and operate within three days. These two factors are interrelated, as the attack on the energy sector was a strategic move to undermine Ukraine. A comprehensive analysis, including a study of the energy balance, the mapping of energy infrastructure, documentation of destroyed facilities, and an assessment of the impact on Europe’s energy system is essential for evaluating critical changes and understanding recovery needs.

This research involves the calculation of suitable areas for the sustainable construction of renewable energy facilities and the assessment of renewable energy potential. This underscores that the energy sector is not only a military target for the aggressor but also a key factor in Ukraine’s resilience and recovery. This project investigates the war’s impact on the Ukrainian energy system and identifies policies necessary to ensure the restoration of a low-carbon and conflict-resilient electrical power infrastructure in Ukraine.
