Study Course: ‘Weaponization of Health Care: Ontological, Historical, Biopolitical, Ethical, Organizational Aspects’

The purpose of the project is to create a study course based on the effects of the ongoing Russian invasion of Ukraine, entitled “Weaponization of Health Care: Ontological, Historical, Biopolitical, Ethical, Organizational Aspects.” The course will include a manual for students, a methodology guide for teachers, reference materials, and tests.
The course will be designed for the postgraduate training of healthcare professionals. It can also be implemented in the medical humanities curriculum, pre-graduate medical and nursing education, training of specialists in military medicine, MBA programs for health professionals, etc. It could be further developed into an online course for a wider audience.
Weaponization of health care (WHC), which we witness in Ukraine today, is the aggressor’s strategy of the weaponization of health care systems and medical needs against the civilian population and the military through deprivation of medical care. 
To develop the course, I intend to collect available data on the damage sustained by the health care system of Ukraine and to interpret it through analytical comparison with health care management experiences during other wars and military conflicts. My research will explore the ethical and biopolitical components of the research topic and discuss the opportunities for institutional response to WHC.
