The international legal framework to govern disasters is underdeveloped compared to other areas. Although my project will demonstrate that the 20th century was not devoid of attempts to create an international legal framework to strengthen the rights of disaster victims and improve coordination, only two intergovernmental treaties came into being. What does this opposition towards greater codification say about the interests and political agendas of governments and international organizations?
