This project builds upon Kisly’s study of Crimean Tatars’ return from exile to their homeland, Crimea, throughout the period 1956—1989, despite the official ban against their return. The intended book manuscript expands the historical narrative of Crimean Tatars’ return and places the so-called “Crimean Tatar problem” in the broader context of Soviet national policy.
