This project focuses on how countries outside the “Western/Northern” world engage with international development. Starting from the Turkish government’s invocation of Turkey as Dünyanın Vicdanı (the world’s conscience), Haug engages with Turkey’s positionalities and engagement patterns across different sites connected to development cooperation and multilateral development politics, including the United Nations. As one part of this analysis, he compares Turkey’s stance with the Indian government’s promotion of India as Vishwaguru (the world’s guru) to trace the trajectories of civilizational tropes in international development spaces, including their imperial and (post)colonial legacies.
