Cybersecurity requires the organization of a complex of efforts to combat cyberterrorism and cybercrime in general. There are several traditional ways to implement these efforts: legislative, organizational, and technological. But I would add one more – social and cultural one, which implies a reduction of the base of cybercrime – number of people who commit cybercrimes that can be done by deliberately changing their values and preventing the emergence of new cybercriminals. My project’s aim to give an answer how to do it.
