The workshop sought to examine the proliferation of temporary protection (TP) regimes as a response to mass displacement in the post-Cold War era. It focused on key cases, in the former Yugoslavia, the Venezuelan exodus, the displacement of Syrians in Turkey, and, most recently, the mass flight of Ukrainians to the European Union following Russia’s full-scale invasion of Ukraine. While these TP regimes differ in their specific implementation, they exhibit common regulatory patterns that impose conditions of temporariness and uncertainty, contributing to the vulnerability and discontent of displaced populations.
By bringing together a range of TP cases, the workshop aimed to critically explore these regimes in relation to evolving practices of international protection, national and regional governance, and the lived experiences of those affected. The participants sought to situate TP regimes within the broader context of the legal frameworks, political legacies, and institutional structures that shape both policy approaches and the realities of displacement.
