Central Europe on the Way to Democracy
У мирового сообщества, мне кажется, все еще не сформировалось подлинное представление, полное представление о возможной большой беде, которая исходит до сих пор из Советского Союза, и нет соответствущей позитивной программы предотвращения этой беды. Что я имею в виду более конкретно? События, происходящие в СССР, пусть их много и они разные, можно определить одним словом — это саморазвал, то есть неуправляемый процесс. Разваливается экономика, и теперь уже просматривается перспектива возможного падения вплоть до самых архаичных форм натурального обмена между областями, регионами, да и между отдельными людьми. Разваливается империя — бывшая Российская, теперь советская, и рушится система как строй, как режим. […] То есть, перед человечеством сейчас вполне реально, об этом можно было бы более обстоятельно говорить, открываются два пути. Один путь — к открытому единому миру без ядерных, экологических и социальных катаклизмов, и путь к хаосу и непредсказуемости. Мне кажется, оба они реальны.
It seems to me that the world community has not yet gotten a full, genuine sense of the potential great calamity that has been emanating from the Soviet Union to this point, and so there is no corresponding affirmative program in place to prevent this disaster. What do I mean by this in practical terms? The events taking place in the Soviet Union—though there are a lot of them and they are all different—can be summarized in a single concept: a self-imposed breakdown, which is to say, that this is an uncontrolled process. The economy is falling apart. It is now possible to see on the horizon a possible devolution to the most archaic forms of barter, between oblasts, regions, and between individual people. The empire—once Russian and now Soviet—is unraveling. The system is crumbling as a form of government and as a power structure […] It is completely realistic to say that humanity now faces two paths (and one could describe them much more thoroughly). One path is toward an open, united world without nuclear, ecological, and social cataclysms, and there is the path of chaos and volatility. It seems to me that both are plausible.
